“Republica Ceha detine prezidiul Uniunii Europene. Nimeni întreg la minte nu i-ar fi putut închipui asta acum 20 de ani. Faptul ca toti europenii, inclusiv cehii, considera acum aceasta fraza evidenta, arata cât de mult s-a schimbat Europa din 1989. În acest timp cetatenii tarilor din fostul bloc comunist au fost martorii unor transformari formidabile ale societatii, participa la alegeri democratice si calatoresc, luând totul ca pe ceva normal. O Europa fara bariere (motto-ul presedintiei Republicii Cehe în Parlamentul European) a fost creata stabilind forme si întelegeri între institutii si piete, însa barierele mentale sunt mult mai greu de depasit. Se contureaza o noua harta a Europei. Periferia vestica a estului a devenit periferia estica a vestului prin procesul integrarii europene. Ce au adus noii veniti în UE cu ei? În ce masura experientele, contrastele, traumele trecutului si evolutiile post-decembriste i-au tranformat atât pe ei cât si aventura Europei?”(Jacques Rupnik)

- Holds degrees in history from the University of Paris I-Sorbonne, political science from the Institut d’Etudes Politiques de Paris (IEP), a Master’s in Soviet Studies from Harvard University (1974) and a Ph.D. in history of international relations from the University of Paris I (1978).
- Former associated researcher at the Russian Research Center, Harvard University (1974-1975)
- Eastern Europe expert for the BBC World Service (1977-1982)
- Executive director of the International Commission for the Balkans, Carnegie Endowment for International Peace (1995-1996)
- Member of the Independent International Commission on Kosovo (1999-2000)
- Visiting professor at the Department of Government, Harvard University (2006)
- Editor-in-chief of Transeuropéennes (1992-2003)
- Advisor to the President of the Czech Republic, Vaclav Havel (1990-1992)
- Advisor to the European Commission since 2007
- Member of the scientific committee of the Faculty of Social Sciences, Charles University, Prague since 1998
- Visiting professor at the College of Europe, Bruges since 1999
- Member of the scientific board of the Prague Institute of International Relations since 2007.

- 1980 Ph.D. in History at the University of Bucharest with a thesis on The Sentiment of Nature in European Culture
- 1975-1977 Alexander von Humboldt Scholarship in Bonn.
- 1983-1984 Alexander von Humboldt Scholarship in Heidelberg.
- 1992 Guest of the Rector of the Wissenschaftskolleg zu Berlin, Germany.
- 1971-1989 Researcher, Institute for Art History, Bucharest.
- Exiled in 1989 for political reasons to the village of Tescani and given the position of Curator-Librarian of the George Enescu Memorial House.
- Dec. 1989 – Oct. 1991: Minister of Culture of Romania,
- 1993-1997 Founder and Director of the weekly cultural magazine Dilema,
- Since 1994 Founder of the New Europe Foundation and Rector of the New Europe College, Bucharest.
- Dec. 1997-Dec. 1999: Minister of Foreign Affairs of Romania.
- 2000-2004 Member of the National Council for the Study of the Archives of the Former Securitate.
- Since 2005 Foreign Affairs Senior Adviser to the President of Romania.
